2. Presentation: Report on CAA’s May 29 Legislative Conference

Guest Speaker: Andre Shashaty

Andre attended CAA's 2019 Legislative Conference in Sacramento last month. He'll report briefly on the conference and meetings by a Marin-Sonoma group with aides to Assemblyman Marc Levine and Senator Mike McGuire.

In a dramatic turn of events that day, last minute negotiations between Assemblyman Chiu of San Francisco and the California Association of Realtors led to the approval of AB 1482 by the Assembly. AB 1482 seeks to cap rent increases at CPI + 7% state-wide. The legislation now awaits committee hearings in the Senate. CAA remains opposed to the bill. 3. Presentation: Taxes and Service Fees affecting Marin Property Owners

Guest Speaker: Mimi Willard, Founder and President of the Coalition of Sensible Taxpayers (CO$T)

Mimi will review the outlook for new taxes and essential service fees affecting Marin property owners. She will answer attendees’ questions related to each.

Topics of interest will include:

  • Marin Municipal Water District’s large, new meter-size based fee and rate increase, effective July 1. CO$T views MMWD’s fee/rate as excessive, unfairly apportioned, and in violation of California law.

  • A new county-wide fire protection tax will be on the 2020 ballot. It will likely be a progressive parcel tax.

  • Possibly on the 2020 ballot will be a California constitutional amendment lowering the threshold for new school parcel taxes and/or bond measures for infrastructure.

  • A new initiative that would lift caps on property taxes on commercial and industrial properties will be on the 2020 November Ballot.

    The initiative would create a "split roll" system, leaving in place the caps on home property taxes while removing the protections for commercial and business properties. All commercial and business properties could be taxed at fair market value.
